SEVEN years ago, before there was such atiling as a juvenile court, a boy of nine wasarrested in Denver for burglary. He wasbrought into the criminal court, tried as a bur-glar, and sent to jail. He served a term of years,during which he learned thoroughly the tradewhich he had been accused of plying. When howas released he began to practice it in earnest.He was rearrested, recommitted, and, after a sec-ond term, turned loose again, a more accomplishedburglar than before.
